In March 1949, a new system of control was introduced with the QSFA consisting of representatives of the Brisbane and Ipswich Management Committee, juniors, referees, schools and country zones.

The Brisbane and Ipswich Management Committee controlled the senior divisions of Brisbane and Ipswich from 1949 to 1955, not the QSFA.
